The <em>Scroll.media<\/em> editor attended the presentation.<\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>UPTF is the first institutionally backed VC fund dedicated exclusively to Ukrainian technology startups.<\/li>\n\n\n\n<li>The fund will focus on pre-seed, seed, and Series A rounds, with investments of up to \u20ac2 million per company.<\/li>\n\n\n\n<li>The fund is led by managing partners Dominique Piote and Charles Whitehead. Piote previously served as CEO of UNIT.City, one of Ukraine\u2019s flagship tech hubs.<\/li>\n<\/ul>\n\n\n\n<p>Three major institutions have already committed to the fund:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>European Investment Bank (EIB): On September 24, 2025, the EIB Board approved a potential \u20ac15 million investment in UPTF, positioning the bank as one of its cornerstone backers. The commitment would come through the EU Fund for Ukraine, an instrument supporting the country\u2019s recovery. The move signals strong institutional confidence in Ukraine\u2019s innovation sector and clears the way for UPTF\u2019s official launch in Q4 2025.<\/li>\n\n\n\n<li>Bpifrance: In March 2024, France\u2019s state-owned investment bank confirmed its readiness to allocate \u20ac10 million, becoming the first institution to signal early support.<\/li>\n\n\n\n<li>Proparco: In December 2024, Proparco, the private-sector arm of France\u2019s development agency (Agence fran\u00e7aise de d\u00e9veloppement), followed suit, pledging \u20ac5 million as one of UPTF\u2019s first investors.<\/li>\n<\/ul>\n\n\n\n<p>Beyond institutional support, the fund has also attracted prominent private backers.
