Ukraine Ranks Fifth Globally in Number of Cyberattacks

Ukraine ranks fifth worldwide among countries most frequently targeted by cyberattacks, according to Microsoft’s newly released Microsoft Digital Defense Report 2025. The report states that 2.8% of all global cyberattacks are directed at Ukraine. For comparison, the United States accounts for 24.8%, while the United Kingdom ranks second with 5.6%.

At the same time, Ukraine leads Europe in the number of recorded cyber incidents — 277. Microsoft notes that, beyond geopolitical flashpoints and long-standing intelligence priorities, the main geographical targets of state-sponsored attacks this year were Israel, the US, and the UAE, while Ukraine remained a top target for Russian hackers.

The countries most often launching cyberattacks against others are China, Iran, Russia, and North Korea. Interestingly, 20% of Russian hacker attacks were directed at the US, followed by the UK (12%) and Ukraine (11%). Russian groups are also increasingly targeting NATO member states.

Outside of Ukraine, all ten countries most affected by Russian cyber activity are NATO members — a 25% increase compared to last year. Still, Microsoft emphasizes that Ukraine remains the primary target of Russian state-backed hackers.

Overall, more than 50% of global cyberattacks are financially motivated, while only 4% are linked to espionage.
