Finnvera to Provide €30M for Vodafone Ukraine Network Upgrade — Nokia to Supply Equipment
Finnvera, the Finnish state-owned financing agency, will invest €30 million to help modernize Vodafone Ukraine’s telecom network. Ukraine’s Ministry of Digital Transformation announced the funding. Finnish tech giant Nokia will supply the equipment and services for the project.

- A memorandum of cooperation was signed by Vodafone Ukraine, Nokia, and Finnvera during the Ukraine Recovery Conference in Rome (URC2025).
- The investment will support the expansion of 4G and GPON coverage, boost the network’s resilience to shelling and power outages, and help prepare for the rollout of new telecommunications technologies.
- Nokia and Vodafone Ukraine will jointly set priorities for the network upgrade. According to the agreement, Finnvera will finance up to €30 million worth of Nokia’s telecom equipment and services over the next three years.
As a reminder, the EBRD and IFC previously invested $435 million in expanding the infrastructure of the merged Datagroup-Volia and lifecell networks after NJJ Holding (NJJ) acquired both companies in September 2024.
