The study includes Project Managers (PMs), Product Managers, Program Managers, Delivery Managers, Product Owners (both in product management and Scrum), Scrum Masters, Engineering Managers, and Heads of Product.

  • As of December 2025, the median salary for IT managers stands at $3,000 — unchanged over the past six months.
  • Engineering Manager remains the highest-paid role among IT management positions. In December 2025, the median salary for this role reached $7,000, with the upper quartile earning up to $8,000 per month.
  • The second highest-paid group includes Heads of Product (median salary: $4,900), Delivery Managers ($4,700), and Program Managers ($4,675).
  • English proficiency continues to have a significant impact on compensation. Starting from the Intermediate level, each successive level of English adds an average of $650–750 to a manager’s median salary.
  • As of December 2025, median salaries for specialists at all experience levels, except entry-level professionals with one to two years of experience, are significantly higher abroad than in Ukraine. The pay gap ranges from $850 for managers with three to five years of experience to $1,050–1,080 for more senior professionals.
