NVIDIA to Help Build Ukraine’s LLM and AI Infrastructure
The Ministry of Digital Transformation has partnered with NVIDIA to develop both infrastructure and human capital for artificial intelligence, with the goal of making Ukraine an «agentive state.» The first project under this collaboration will be the creation of the Diia AI LLM language model, the ministry announced.
«We have already launched the AI Factory project, which will give Ukraine a powerful state AI infrastructure powered by NVIDIA. We are now launching a new joint initiative to develop sovereign AI together. This is a matter of national security and data protection,» said Mykhailo Fedorov, Minister of Digital Transformation of Ukraine.
What’s the Plan?
According to Fedorov, NVIDIA’s expertise will give Ukraine access to world-class AI technologies, enabling the country to build sustainable, independent infrastructure for both state and defense sectors. Key initiatives include:
- Creating a national AI infrastructure based on NVIDIA’s technologies;
- Developing talent and education programs in artificial intelligence;
- Conducting joint R&D projects;
- Supporting Ukraine’s startup ecosystem.
Where Will They Start?
The first joint project is the Diia AI LLM, a sovereign language model tailored to Ukrainian legislation, public services, and citizen needs. The collaboration will provide Ukraine with:
- Access to NVIDIA’s specialized software stack for AI development, from infrastructure to applications;
- Technical expertise to accelerate model training and reduce costs;
- Consulting and support from NVIDIA experts, including structured workshops and architecture review sessions.
All AI services within the Diia ecosystem are expected to run on Diia AI LLM. An AI assistant has already been launched on the portal, with plans for a mobile app assistant and internal government solutions.
Previously, the ministry announced AI Factory, an ecosystem for AI development in Ukraine. The new initiative will leverage NVIDIA’s accelerated computing to build a national infrastructure for critical government AI services. This effort is part of Ukraine’s Digital Innovation Development Strategy until 2030, which aims to position the country among the world’s top three leaders in artificial intelligence.
